POLICY BRIEF NO: 07/2026
Financing Africa's Blue Economy – From Potential to Prosperity
Issued by: Africa Blue Economy Roundtable (ABER) / Blue Council Africa
EXECUTIVE SUMMARY
Africa’s Blue Economy is valued at over $300 billion annually and could create 50 million jobs, yet less than 15% of its potential is financed. Africa holds 30,000km of coastline, 38 coastal states, the world’s largest mangrove carbon sinks, and over $24 trillion in ocean assets, but receives less than 3% of global blue finance. This brief proposes a shift from aid-driven marine conservation to investment-driven blue wealth creation.

ABER’s 5-POINT RECOMMENDATION
To AU, National Governments & Bayelsa State:
Conclusion
Africa does not need charity to save its oceans. Africa needs to turn its 30,000km coastline and 10,000 dams into a balance sheet. Financing the Blue Economy is not an environmental cost – it is Africa’s next oil.
The Bayelsa Proof: If Bayelsa – with Africa’s largest mangrove sink and over 200km Atlantic front – can launch a $500m Blue Carbon Fund and attract blue investors.
