Expert Perspective
THE BLUE ECONOMY AND ABER’S MISSION
The Blue Economy Is Not About Water; It Is About People
The conventional definition of the blue economy as economic activity on water – shipping, fisheries, oil and gas, and tourism – is incomplete and dangerous.
The expert definition is broader: the sustainable use of ocean, coastal and inland aquatic resources to improve livelihoods, create jobs and foster inclusive growth while preserving ecosystem health and ensuring social justice.
The ocean is valued globally at $2.5 trillion, making it the seventh largest economy in the world. In Africa, it is valued at over $300 billion with a potential of $1.5 trillion if governance is addressed. Nigeria alone holds over $14 billion in potential across fisheries, aquaculture, maritime transport, blue carbon and renewable energy.
The critical failure is this: capital has gone to sea, but human rights have not. There are licensing regimes for vessels, but no safety regime for fishers. There are reforms for port efficiency, but no justice reform for communities whose waters those ports occupy.
ABER calls this the Blue Justice Gap – the most urgent gap in Africa’s blue economy.

ABER’s 3D Framework: Dialogue, Deal-Making and Delivery
ABER is not a conventional NGO; it is a Pan-African policy dialogue and deal-making platform executing its mission through
Alignment with IHRPS and the Future of Human Rights
The blue economy requires what IHRPS provides: human rights legitimacy, verified reporting channels to the NHRC and international mechanisms, and a preventive mandate.
IHRPS brings the gavel. ABER brings the canoe. IHRPS has proven that violations can be prevented on land through early warning and accountability. Together, we can prove they can be prevented at sea.
In conclusion, ABER’s mission is to ensure Africa’s Blue Economy is Connected, Competitive and Community-Owned, where no fisherfolk is left behind. This is not charity. It is the convergence of economic security, national security and ocean justice.
